Principal's Letter

August 2008

Dear Marshall Family,

Marshall is a family, and we care about the “whole student” just as any family cares about the development of their youth. We offer a fine opportunity for students to be involved in athletics and other activities that foster support and school pride. The Marshall belief of Pride, Excellence and Tradition is an expectation in our extra-curricular and as well as our academic programs.

Marshall Fundamental Secondary School is dedicated to insuring that all students gain a rigorous, relevant education and have a relationship in what they are learning. To achieve these goals, we have implemented a strong curriculum that is aligned to the California Content Standards. Our faculty and staff are committed to creating an environment that is safe and academically focused. We know that learning only happens with fine instruction and reflection to make knowledge meaningful. We aspire to be the best at presenting this learning, using solid research-based instructional strategies to meet the needs of all students.

Our Mission Statement: John Marshall Fundamental Secondary School is dedicated to the principle of academic excellence. Our school's long tradition of commitment to the pursuit of excellence in learning, and to the unwavering support of the development of each child's fullest potential, continues as we prepare all students for the challenges of the 21st century.

Student Commitments: Our students, with support of our school staff and parents, will meet or exceed academic grade standards. Each Marshall student also commits to the following:
  1. To respect all staff and students on campus at all times
  2. To attend school each day and be on time
  3. To bring a notebook, pencil, pen & textbooks daily

  2. Encourage, monitor, and assist (if possible) with their child's homework on a regular basis

  5. Communicate with teachers on a regular basis their concerns regarding their students attendance and academic growth.

Five Steps to Student Success:
  1. Bring a notebook, pens, pencils, textbooks and school supplies with you to school every day.
  2. Have good attendance.
  3. Read! Bring a personal book you are reading to school every day. Read, and read some more.
  4. Use Cornell Notetaking to take class notes and to summarize textbook readings/information.
  5. Complete all homework assignments and be prepared to participate in class discussions.

General Information
Breakfast/Lunch Program:
The full-cost price is $.75 for breakfast and $2.00 for lunch. Reduced or free lunch is available with an approved application. Applications are available in our Main Office. Questions regarding the food program can be directed to the Food Services Office at 626/797-1155.

Closed Campus/Leaving Campus:
Marshall Fundamental Secondary School is a closed campus. Once a student arrives on campus, he/she must remain on campus. Students may not leave campus at lunch. When you need to leave campus for any reason, you will need to get a blue slip from the Attendance Office. If you have a minimum day, you must have your counselor issue a minimum day pass. No blue slip or minimum day pass means remaining on campus until the end of the school day. Students leaving early must exit through the main doors. Students with a minimum day pass or a blue slip must leave campus or report to the library. Students off campus without a pass will be cited by the Pasadena Unified School District Police and returned to Marshall Fundamental Secondary School. Students found on other Pasadena Unified School District campuses will be subject to a minimum three-day suspension.

Disaster Drills & Evacuations:
Marshall practices disaster drills on a monthly basis. The major types of drills are earthquake, fire/evacuation, and lock down/shelter in place. During a lock down or shelter in place drill the school will be locked and closed. This is for the safety of the students and staff. No one from outside the school will be allowed into the school until the drill is complete or the lockdown or shelter in place is called off. A lock down is to try and protect from a human threat of violence. A shelter in place is to protect from an airborne biological or chemical agent. During an evacuation drill, all students and staff will proceed to the primary evacuation area which is the lower field (baseball/softball field). In case an off site evacuation becomes necessary, all Marshall students and staff will proceed to the southwest part of Victory park on the corner of Paloma St. and Altadena Dr.

*Anytime a disaster occurs, when it is deemed safe, a request gate and reunification gate will be established at the gates of the North parking lot on Casa Grande. Students will only be released to those parents or relatives listed on the emergency card.

Emergency Telephone Calls:
A student may use an office telephone in a true emergency to contact a parent or guardian. If a parent or guardian needs to get an emergency message to a student, please call the Main Office and a paper message will be delivered. Telephone calls are not transferred to the classroom during instructional time.

Parking:
Parking in school lots is limited. All cars using the Marshall parking lost must display a Marshall parking permit. This includes students, faculty and staff. Priority parking will be given to faculty and visitors.

Transportation:
MTA Bus Pass applications can be obtained from the Activities Office, x168. Monthly renewal stickers are also available there. The MTA Bus Pass is free of charge to our students.

Tutoring:
Tutoring is available for any student who wishes assistance with academic classes. Counselors, x169, can assist you in finding the tutor that will best fit individual needs.

Visitors:
All visitors must check in at the Main Office. A visitor's pass must be worn at all times. The school reserves the right to deny access to visitors.

Support Professionals:

Counselors: Counselors offer assistance to students in reaching their maximum potential at Marshall. Appointments with counselors can be made through the Counseling Center (626.396.5810, x64025). Counselors are listed below by their alphabetic assignment:

Registrar: Mrs. Nishikubo is the school registrar and she assists students and parents with official records and transcripts. She can be reached at 626/396-5810, x64044.

Nurse: Mrs. Rosa is the school nurse and she assists students and parents with any medical needs, questions or emergencies that may arise. The Health Office telephone number is 626/396-5810, x64089.

Foothill Family Services:
Professional, licensed, outside counselors provide individual and family counseling, and crisis intervention on our campus. Referrals are made through our school Counseling Center, Dean's Office or school nurse.

Impact Program:
Group counseling is available to address issues of family difficulties, substance abuse, attendance problems, and more. Foothill Family Service counselors, our deans, and the school nurse often lead groups jointly. Referrals are made through the Counseling Center, Dean's Office or school nurse.

Regional Occupation Program (ROP):
Classes and apprenticeships are offered in a variety of career options, such as medical assistant, retail sales, and auto mechanic. Students receive on-the-job training and hands-on experience through this program. Contact the ROP Counselor on campus (x64059) for more information.

Tutoring and After School Programs:
Contact your child's counselor for program information, availability and sign-ups.

Graduation Requirements:

Middle School Graduation = 100 credits

High School Graduation = 220 credits and passing score on both parts of CASHEE examination

The number of credits needed to be promoted from each grade is as follows:

9th grade - 50 credits; 11th grade - 150 credits
10th grade - 100 credits; 12th grade - 220 credits)
(Each successfully completed semester class equals 5 credits.)

Students must also pass both sections of the California High School Exit Examination (CAHSEE).

In order for a senior to be eligible for participation in the graduation ceremony, there are academic and behavioral expectations, which must be demonstrated throughout high school. This includes attendance in all classes, and satisfactory citizenship. Graduation is a privilege and a senior may be held out of the ceremony if found violating the guidelines found in the "Handbook for Appropriate and Expected School Behavior" or for violation of the Parent/Student Contract.

Eligibility for graduation depends upon the successful completion of academic requirements:
  • Beginning with the class of 2007, students are required to complete a minimum of 220 units for graduation and specified course requirements.
  • Under current state law, all students, starting with the Class of 2006, will have to pass the CAHSEE to receive a high school diploma. The test is designed to measure competency in meeting state approved standards in reading, writing and mathematics; all students must pass all three sections of the test to graduate. Multiple testing opportunities will be scheduled in grades 10-12. This exam will replace the proficiency exams that each district has utilized since 1980 to assess prospective graduates.
In order to participate in the graduation ceremony, students must:
  • Participate in all rehearsals prior to graduation in order to graduate on stage.
  • Have the Behavior and Attendance Policy and Parent-student Contract signed by parent and student, and be on file in the school office. (This form is mailed to each student in the summer mailing).
  • Satisfactory attendance: No more than twenty (20) full day absences (either excused or unexcused) for the year.
The annual parent notification that explains the Education Code attendance policy (Education Code 48205) is available upon request from the Assistant Principal for Guidance and Supervision.

Advanced Placement Program (AP):
This program consists of classes whose curriculum is designed to prepare students to acquire the necessary skills to meet the rigorous demands of High School Advanced Placement Tests. Students who pass the AP tests may be eligible for college credit. Marshall offers 15 Advanced Placement Courses. Contact Eric Mulfinger, AP Coordinator, x64329.

Computer Careers Academy (CCA):
This California Partnership Academies offers specialized academic programs for students in grades 10 - 12. Special applications for admission into these academies are available through the Counseling Center, x64025.

G.A.T.E.:
This program for the "gifted and talented" student requires admission through special testing. Contact Mrs. McComas at ext. 64103 for additional information.

Music Instruction:
Our Music Department offers band, orchestra, and choir instruction for beginning, intermediate, and advanced students. Also offered are drum line and color guard. Contact Mr. Charles DeAngelus, x64036, for instrumental music; and Mr. David Pitts, x64323 for vocal music.

Puente:
Puente is a college preparation program assists and enables high school students to stay in school, attend and succeed in college, and ultimately to return to their communities as mentors and leaders. Contact Ms. Dominguez, Counselor, x640027.

Upward Bound:
This program serves high school students from low-income families and/or potential first-generation college students. 95% of students who complete this program are accepted into colleges. Call the Counseling Center, x64025, for information.

The Pasadena Unified School District believes that homework is an integral part of the entire learning process.

Homework guidelines are established to standardized activities and expectations for all stakeholders including teachers, students, administrators, and parents. The intent is to ensure that homework is assigned to all students on a daily and predictable basis, allowing all parties to plan and prepare accordingly. The advantages to a standardized schedule throughout the District include but are not limited to the following:
  1. Parents and students know what to expect on specific days of the week, enabling them to plan for home support, including tutoring.
  2. Scheduled homework assignments avoid conflict and prevent students from being overloaded on certain days, particularly in a departmentalized secondary school like Marshall.
  3. Student transiency within the District will be less detrimental if all schools adhere to standardized expectations for homework throughout the year.
  4. After-school academic support programs can coordinate their activities more effectively, particularly in homework assistance.
  5. Consistency and predictability improve accountability for staff and students, enabling more effective planning to improve student achievement.
  6. Students being graded for homework will receive similar amounts of work, which permits more objectivity and accuracy in grading.
It is the intent of the District that homework be given minimally according to the districtwide weekly schedule. It is also our intent to support teachers who wish to give homework more frequently to help students close the gap in academic achievement. Flexibility is permitted in scheduling homework and local school administration may facilitate appropriate implementation within the spirit of the guidelines.

District Homework Schedule

Homework may be assigned in the specific subjects on the days indicated. The amount and type of assignments is the responsibility of the teacher. Homework may also be assigned on other days in addition to the schedule; however, homework assignments are required to be given on the days indicated. Homework is not to be done during normal instructional time.

Attendance Policy:

Research shows that good attendance is directly related to success in school.

  1. Excused Absences: An excused absence includes personal illness, quarantine (directed by a doctor), medical appointments or funeral services for a family member. Students can also be excused for justifiable reasons including religious reasons, court appearances, jury duty, etc. Students, parents, and guardians are encouraged to make all appointments after school or during school holidays.

    Upon return to school, following an excused absence, student must:
    1. Bring a signed note from parent/guardian. Notes must state the reason and exact length of absence. Students with forged notes or phone calls will be referred for disciplinary measures.
    2. Clear the absence with the Attendance Office immediately. (Notes will be time-date stamped and cleared via computer. The clearance list is published for teachers on a regular basis.) An absence must be cleared within five (5) days upon the student's return to school. After 5 days, the absence will remain unexcused.
  2. Truancy: Truancy is the absence from school without a legal excuse. Any student who is absent without a valid excuse for three full days in one school year is considered truant and in violation of California law (EC 48260).
  3. Excessive Unexcused Absences (20) will results in severe consequences such as:
    1. Police citation
    2. Non-promotion
    3. Exclusion from school activities
    4. Loss of graduation privileges
    5. Referral to District School Attendance Review Board (SARB)
    6. Saturday School
    Excessive absences may result in the student’s permit being revoked at the end of the school year.
Tardy Policy: Students must arrive at school promptly at the beginning of each school day, and must be in their seats and prepared to do the work for class at the beginning of each period.  In an effort to reduce/eliminate student tardies, please note the following:
  • Regular tardy sweeps will be held and detention will be assigned to habitual offenders.
  • Excessive tardies will result in severe disciplinary action.
  • Unexcused tardies will result in parent notification and/or conference, as well as referral to the Assistant Principal for Guidance and Supervision.
Students must be in class by 9:40 a.m. on Mondays and 7:50 a.m. the rest of the week in order to not be marked tardy.  To allow enough time for students to get to class, they should be at school no later than 9:30 a.m. on Mondays and 7:40 a.m. on Tuesday through Friday. 

Marshall is a closed campus.  All gates and outer doors will be closed and locked promptly at 7:50 a.m. (9:40 a.m. on Mondays).  Students arriving after this time will be required to enter through the main entrance.

Consequences for excessive tardies per grading period may include:
  • After school detention
  • Saturday School detention
  • Behavior / attendance contract
  • Parent / teacher conference
Excessive tardies may result in the student’s permit being revoked at the end of the school year.

To have a tardy excused, a student must bring a note from the parent /guardian or the parent/guardian must call the Attendance Office no later than 12 noon.

Detention

Students who are issued detention are given a paper with the detention date and other pertinent information.

Detention is from 3:10 to 3:45 p.m. Monday through Friday in the South Pergola area.

If a student does not show for detention, they have one day (from the detention date) to reschedule their detention.

Students who do not serve or do not make arrangements within the one day time frame will be placed in in-school suspension.

Identification Cards

All students are required to have their Marshall ID card while on campus and during all school events. Failure to present valid Marshall ID when asked may result in detention. ID cards are issued during August registration. Make-up day for ID cards will be announced at the start of school. Lost ID cards can be replaced for $10.00 through the Activities Office.

Dress Code:

In accordance with board policy and the Education Code 35183, 35183.5, 48907, 49066 and Code of Regulations Title 5, 302 both students and staff of the school campus have the constitutional right to be safe and secure in their schools. Students will come to school having paid proper attention to their personal cleanliness and neatness of dress.

Dress Code Policy:

A student may not attend classes in a manner which:

  1. Creates a safety hazard
  2. Distracts from learning
  3. Disrupts any school activity
Dress Code Guidelines:

The following are NOT permitted on campus:
  • Dresses and shorts which are shorter than mid-thigh. (The "finger-tip" rule does not apply.)
  • Spaghetti straps (no straps smaller than 2" or the width of a credit card) or halter tops.
  • Clothing or accessories which are provocative ( no bare midriff, off the shoulder, low cut tops or pants)
  • Clothing or accessories which identify a student with non-school clubs, profanity, obscenity, reference to drugs, alcohol, tobacco, gangs (excessive color) or prison culture by style, name or insignia.
  • Attire with writing that degrades individuals or groups.
  • Body piercing that creates a safety hazard. (Moderate-sized earrings are acceptable.)
  • Spiked jewelry or wallet chains.
  • Platform shoes or high heels over 2.5 inches high.
  • Sandals, flip-flops, shoes that don't cover the heel or open-toed shoes (these are a violation of the State Education Code).
  • Bandannas, hairnets, head bands, and dew rags.
  • Athletic wear including wind suits, jerseys jogging shorts, gym shorts, and sweat pants unless they have the school name on them and they are not the student's gym clothes.
  • No house slippers or pajamas.
Additional Dress Code Guidelines and Procedures:
  • No underwear or under garments may be seen at any time.
  • Tops must completely cover the midriff area at all times and be long enough to tuck into the pants.
  • Shoelaces must be tied.
  • Sunglasses or hats may not be worn in the school, but may be worn outside to protect the eyes from the sun. (According to the Education Code 35183.5) (only Marshall hats and plain beanies without a bill are allowed.)
Dress code guidelines will be honored at school events including dances. Modesty and good taste are expected at school and all school events.

Consequences:
1st Offense:
The student is warned and the parent is contacted by the school to bring the student a change of clothes before the student is allowed to attend class.

2nd Offense:
The parent is contacted by the school and the student is picked up from school and suspended for the rest of the day according to Education Code 48900 (k).

3rd Offense:
The student is suspended and faces a possible recommendation of transfer to an alternative school or placement.

(Please note: Serious single or first-time offenses may result in immediate suspension.)

Responsibilities:

Parents have the responsibility to see that students are dressed properly for school. School personnel are responsible for maintaining and enforcing an appropriate dress code conducive to learning.

These guidelines are designed to help reduce potential problems on campus and provide a positive learning environment. Thank you for your attention and cooperation regarding these matters.

The school dress code and consequences will be in effect the first day of school, September 10th, 2009.

Activities Not Allowed on Campus:
  • Smoking, by students and adults, on our campus or at any school-sponsored activity
  • Loitering, including halls and restrooms
  • Gambling
  • Young children or infants brought by students
  • Assault or battery on any person
  • Fighting (mutual combat) on or near campus
  • Profanity, abusive language or racially derogatory remarks toward any person
  • Defying authority of school personnel by behavior, verbal abuse or gestures
  • Committing or condoning sexual harassment
  • Committing forgery, theft, or extortion
  • Throwing objects of any kind (including water balloons)
  • Tagging inside or outside any building
  • Destroying, defacing or in any way damaging school property including textbooks.
*Anyone defacing school property will face discipline consequences and be prosecuted to the fullest extent of the law. Parents/guardians will be held financially responsible for all damages.

Items Not Allowed on Campus:
  • Cell phones, pagers, CD players, any electronic devices, matches, lighters, laser pens, skates, skateboards, or motorized vehicles (Education Code 48901.5)
  • Video cameras or cameras
  • Food or drink in buildings or classrooms except during teacher sponsored lunchtime activities
  • Fireworks or other explosives on or near the campus (possession, use, or sale)
  • Drugs, alcohol, tobacco (possession, use, sale)
  • Weapons or facsimiles (possession, use, sale)
  • Permanent markers or "sharpies"

Marshall Fundamental Secondary School is not responsible for damage, loss or theft of any electronic device or any other personal item.

Graffiti

Markers, spray paint, shoe polish, etching materials and other media are not allowed on campus at any time.  Anyone defacing school property will face discipline consequences and be prosecuted to the fullest extent of the law.  Parents/Guardians will be held responsible for any damages and clean-up costs incurred up to $10,000.

Cell Phones

As per the Board of Education, students may have cell phones but they are to be turned off (not on “silent” or “vibrate”) during school hours.  Students are expected to keep phones put away, not worn at the waist.  Any cell phone that is out or is turned on may be confiscated and will only be released to a parent or guardian. Marshall Fundamental Secondary School is not responsible for damage, loss, or theft of any electronic device or any other personal possession.  If you have an urgent message for a student, please contact the main office.  Cell phones are to be turned off during school hours.

Other Electronic Devices

The only electronic devices allowed at Marshall Fundamental Secondary School are battery-operated calculators. All other devices, including laser pens are not allowed. Students possessing any such items (e.g., mp3 players, cell phones, CD players, etc.) will be subject to appropriate disciplinary action and the item may be confiscated. Items confiscated will only be released to a parent or guardian. Marshall Fundamental Secondary School is not responsible for damaged, loss, or theft of any electronic device or any other personal possession.

Leaving Campus

Marshall Fundamental Secondary School is a closed campus. When you need to leave campus for any reason, you will need to get a blue slip from the Attendance Office. Personal possessions

Backpacks, purses and other items of value are the student’s responsibility. Marshall Fundamental Secondary School is not responsible for damaged, lost or stolen personal possessions. Never leave items unattended. While on campus you must walk your bicycle and carry skateboards. Lock bicycles in the bike rack area.

Any student involved in any of the above acts or with any of the above items will be disciplined by our school and may be cited by Pasadena Police. This citation will require a court appearance.  The California Education Code will be observed at all times.  Refer to the District Behavior Handbook.

Activities:

ASB Card:

All students are encouraged to purchase an ASB card. The cost for middle school students is $30.00. High school students may buy the card for $35.00. You can purchase your card during our student registration period, August through September. Card sales will continue during the regular school year. Purchasing an ASB card is optional. ID cards will be issued to all students at no charge. The Activities Office will replace a lost ID card for a minimal fee of $10.00. (No personal checks will be accepted for the ASB card.)

Why purchase an ASB card?
Money collected from ASB cards is used to benefit our entire school through various ASB-sponsored activities like:
  • Homecoming Fair
  • Reduced ticket prices for dances
  • Free admission to all home games
  • Free Marshall T-shirt for Spirit Days
  • Free school-wide assemblies, cultural assemblies, cultural fairs
  • Athletic programs

School Events

Students with excessive unexcused absences may be excluded from school events.  Dress code and behavior guidelines will be enforced.  Students who do not display suitable attire or behavior may be asked to leave without a refund.

School Pictures:
During registration (August 26 – August 29), all students will be photographed for the yearbook. Picture Packages will be available for purchase and must be paid in full on the day of registration.  School and ID pictures for new/late enrollment and faculty/staff will be on September 10  from 8:00 a.m. to 3:00 p.m.

Senior Portraits:

Yearbooks will be on sale beginning in August at registration for $100.00 (price subject to change) Yearbooks purchased during registration will receive free personalization (a $7.50 value). This year icons will be available to further personalize your year book. Icons such as class year, graduation cap, sports symbol or other symbol may be purchased for an additional $3.50 each. If total yearbook amount is paid by December 1st, you will receive a free icon of your choice. Prices will go up to $110.00 after January 8, 2007. Prices go up to $120.00 in June. A $50.00 deposit (cash or money order) will reserve your book at the low price. Make Money Order or Cashier’s Check payable to Marshall ASB. (No personal checks accepted.)
